why doesn't the India client reply me

I have run up against this kind of things twice. And both the clients come from India.

At the beginning, the India clients always send an inquiry positively to me , The first one want to find China mold makers and hope to send samples to us, I told him our detail add and advise him send the samples by DHL, however, since I have replied him, no response I received any more, I sent another 4 letters in the following days, still no result. It seems like that he has disapeared and never contacted me before.

The second client want a quotation of  pipe fittings mould we have made before, I sent him , then nothing response as well.

What I want to say is whether can we cooperate in future, they should give me their views, so I will know what should I do next and won't waste my time and emotion in his side. This is the basic business ethic, I think.
