shipments from Hong Kong

Could you please help me to figure out that whether the following arrangement can be proceded?

The importer is located in U.A.E. The supplier is located in China. Can the importer has the supplier ship the goods from Hong Kong (not from China) to other destination (not to U.A.E)? The payment will be made from U.A.E to the suplier but the goods will be sent to another counrty. 

Also how can it be ensured that the receiver will not know the supplier?

Of course it's possible. This is commonly referred to as a "3rd port" shipment. The


party in the UAE should be referred to as the "buyer" and not "importer" (who will be


the buyer's customer in the 3rd port).
The supplier will not worry about where you want to have the goods shipped - so long


as they receive their payment. At this point I have no idea if the supplier is known to you


for many years (in which case you probably enjoy preferential terms with them) or if


they are new to you (in which case, they will need to receive their payment before


shipping out goods - unless agreed by them "otherwise").
To show port of loading as Hong Kong on the B/L, you would need to get the goods


down to HK from China. This would obviously affect your costing, but ultimately it


depends on the room you have to accomodate (your profit margin or value) such an


expense.
As for shipper on B/L, it is quite possible to show the name of the UAE company as


shipper. If your supplier has received their payment, they should have no worries


about the UAE company requesting their name (or a HK company name) to be shown on the


B/L. 
If you plan to pay your supplier via a letter of credit (L/C), depending on the clauses,


you may need to consider getting a switch B/L from the shipping company or forwarder AFTER you have retired the L/C documents. A lot depends on the transit time to the final destination. Sometimes it gets to a point where the goods have already arrived at their destination (because of a reasonably short transit time to destination) while the documents are still at bank....there are ways to work around this, but it has to be arranged with your banker/supplier.

You Can Do That. it's common in international trade, you will use transferable L/C with subtitution of documents for payment,  3rd party shipper and/or switch Bill of Lading for shipping to hide actual importers or exporters.
