I am a buyer, and I wish to pay the seller with LC. However, I am paying from the United States, but want the products to be shipped to a middle eastern country. Is LC the safest payment method? Thanks

normally L/C is the safest
but for middle east ,the L/C will be full of arabian ,hard to read

And what about T/T, would you recommend T/T over LC, or vice versa?
Also, is it common to work out a deal where lets say I would pay 1/3 payment now, and the rest once the items received?

Actually there wull be no arabic in the L/C if its issued in the U.S. Where its delivered is of no consequence of the Letter of Credit, only that the documents presented are as outlined in the L/C.
Don't pay via T/T your payment is far more secured in that the documents presented must comply with the instructions provided in the letter of credit.
