Alibaba.com can be used for Matrimonial Purpose?

This is Nasir Manzoor from "Export Trading USA". I'm working for this Company from Pakistan. Today I have an amazing topic to discuss and share with you. I hope you will be wonder and shocked when you will hear that from me.
One of my friend asked me that he wants to marry a Foreign Girl but he don't have any way to find one. He has used several dating websites, pen-friends websites, etc. but he is still unsuccessful in his search. He is fond of European wife and he wish to marry outside from Pakistan.
Today he asked me "Alibaba.com" website can be used for Matrimonial Purpose? I was shocked and it was a great surprise sentence for me to hear in life.
He is eager to marry a white girl (European girl) and he also wants to live and work abroad. According to his saying he said to me that he is ready to pay money to someone those who will marry him.
He made a plan from his own, as he express his plan to me and let me know that he will pay money on installments to those girl who will Marry him and after marriage he will live with her abroad. He will pay US$500 to US$1000 per month to her just for Marriage, whether the marriage was genuine or fake (Dramatic) to show the US Embassy or Canadian Embassy about the relationship.
He said that he will pay the mentioned amount about 3 years (36 months). After this time period there will be no objection on anyone, both of them can live anywhere with anyone (if they wish). Otherwise they can continue their relationship happily.
I asked him that isn't illegal way to go to USA or Canada? He replied "NO", because we will marry in reality and we will be a real husband and wife. I am agree to live forever with only one girl whom I will marry but if there is anyone who only wants to earn money and help me to go to USA then she can accept my offer on another way.
He said, if anyone accept this offer then she must have to come to Pakistan and marry me first then she will submit my application for Visa Process in US Embassy. In 3 to 6 months there will be an interview call for him.
I don't know this is right or wrong way, all I know is that "He is good boy but very much eager to Marry, Live and Work Abroad". He can do anything for this!
