This has to be done on your behalf by your buyer as he must know all the regulation since he needs it to import the goods. So you have to coopearte with your buyer on this.

If the deal is real you MUST make your payment directly to local Health Ministry in Benin,
Or more simple ask your client to pay the fee by him self and you will deduct it from your invoice, 99% sure you will newer hear from him again,
