In my first and probably last operation i bought samples, transfer money by Western Union, and this , the seller inform that they can't delivery this quantity.

He offers me send the money back, but neve happens, so what can i do?

yes,  the world lacks some kind of process to ensure both the goods and the money

Yes, i can´t recieved those samples and not recieved the money back.

Really this is very frustrating
