It all depends on how you interpret the word "with", as you talk about a man "with" seven wives.

If they were there with him on the bus, we would have seven women, their husband, the man who met them and the busdriver. That makes ten people.

If you only want to say that this man has seven wives, though they were not there with him, then there would be only three people on the bus (bad business for the bus owner).

Gee, why is life so difficult? Ok,, let's say "one", as it doesn't say anywhere that he is travelling by bus. It only says that he met that man who has about fifty wives or so "at the bus stop". - How do you like my logic?
