No international trade is 100% secure.  Paypal is not popular in China at present. Few companies like us accept Paypal in China. Anyway it's much safer than Western Union..[em2]

Paypal is quite safe to buyers. If the seller mailed you craps, as long as you can provide shipping proofs to Paypal declaring the order has been returned to sender, Paypal will fully refund you.
 
The remaining problem is that Paypal is not quite popular in China and very few sellers accept that as a payment method.
 
Nevertheless, we Jacco Fashion* accepts Paypal and have conducted over 20,000 transactions in the past years.

This has been asked a million times on alibaba.  PayPal is owned by Ebay.  It is a payment mechanism for ebay trade and e-commerce trade.  PayPal clearly says on their website that the security of payment exists only on transactions that take place on the Ebay platform.  There is no security offered on payments outside of the Ebay platform.  Not even the credit card companies nor commercial banks can offer you security on wire transfer payments.  They expect that you have taken the neccessary steps in confirming that who you are paying is a legitmate business. 

Example:  You pay a supplier for  200 4GB flash drives say $5000.00USD with your credit card.  You start selling them in your store, ebay, e-commerce site ect.  Your customers start complaining that they want their money back becuase they are not 4GB they are only 1GB drives.  You check them out and confirm that your buyers are right. 

The credit company (PayPal) is not going to issue a refund on your purchase price from an overseas supplier.  Technically this is fraud but not fraud for which you are covered by a credit card company (PayPal).  The fraud that they insure against is only the unauthorized use of the card by someone other than yourself to purchase goods and or services.  In fact I would say that anyone paying with PayPal or credit card should actually read the terms and conditions of the use of that payment mechanism.  You will be suprised what is actually not covered.  Scotland Yard the FBI and I'am sure any other federal policing body from any other country is going to say what the FBI and Scotland yard say jointly on their websites "Do your homework on the individual or company to ensure that they are legitimate"  If you don't ,how could you expect that any payment mechanism would?

I have mentioned www.escrow.com as a more secure payment mechanism in other posts.  It is more secure becuase the method is different.  It is safe for both buyer and seller.  Darkfox a moderator of this forum has some experience with it.  If someone wants to scam you they will try everything within their power to do it.  Which means you must do everything within your power to insure that it won't.  Hope that you get what your paying for is a spiritual thing.  It does not pay the bills, only via your own investigative skills or by those of someone you employ will you minimize the risks with any payment mechanism.

Paypal is good for my eBay sales and for ordering small amounts of goods (samples). I recommend that you stick to using only bank wire transfers as a method of payment. Most companies will not accept Paypal because they do not want to be scammed either. Paypal starts out with limitations on money withdrawals and getting rid of the limitation can take a little while.

I only take Paypal from confirmed users.

[em18],but when chinese send you goods,you don't sign the name,how can they got payment,so it is not good for chinese,so you need to find more believable person for the goods in China for checking for you

I think that PayPal to some extent is a safe way of trading in China for sample orders as there is a 90 protection period, if you the buyer within 90 days sees that there is a fault in the items purchased then you will be protected by paypal and would not have to worry about the validity period as long as a claim is raised within 90 days.
