No it is not. PayPal is not a regulated bank and therefore they have no requirements to protect the buyer or seller in a transaction. They are OK when payment is issued by a credit card for a bonifide process but they also are more expensive than other payment types.

yes paypal is very secure way of making payment as they do have record of payment that is made & have to verify that person account before they can be accepted by paypal.
To suggest that Paypal per se is a safe payment method is misleading.
If you are buying product on ebay then I would agree that Paypal is one of the safest available payment methods and one that most ebayers would be willing (or now required) to use.
If you are buying from an honest seller in a country where Paypal is also widely used then again it is a safe payment method. But then if the seller is honest a direct bank transfer would also be safe but a lot less cheaper.
If however you are buying product from China or some other country where Paypal is not common then to insist upon Paypal is going to restrict you to very, very few potential suppliers. I would go further and suggest that those few suppliers that do offer Paypal in those countries may even be scammers - as they know that by offering this payment method buyers will drop their guard and send the money!!!
Once you have sent your money via Paypal your money is gone unless Paypal decides to help you get it back.
There are various ways a seller can offer false information that would satisfy Paypal that the transaction has been completed. In this case your money would be gone.
Even if Paypal does agree to refund your money that does not help you if the seller has already emptied their account and absconded.
Finally Paypal does not offer protection for counterfeit brand name goods which is the sort of item that many sellers in places like China would offer Paypal payments for.
So Paypal within the US is worth considering, but once you are outside the country then you would be wise to think again.
Nothing beats checking the supplier really exists and ensuring that what you are buying from them is something that they can deliver.

Hi, I think it is a great way. I am new to ordering from China and my first order of course I received nothing and no refund from the Company. But Paypal got most of my money back and is still workng on getting me the rest. Good way to go. I was told by WU not to order from China unless I knew the Company was reputiable one. That I could not get my money back if something happened. So I looked for Companies that excepted Paypal.

there is no payment way will without any rist while doing oversea business. yes,as a lot of people said,the Paypal payment is not safe,but the others way are also behind risk. for example:
T/T payment with company account. somebody thought this might be no problem for put payment, but tell you truth, some SOHO(middle trade person)have no company but they can cooperate with some big trading company by just used their company name and company b.account. if get your payment from their account .then give some commission to them.this is very usual in China trading business.
if you send money with Western Union,the risk is more higher, the only bank which can be accept Western Union is China Agriculture bank.,this is very common bank that everybodycanown one account from that bank. if someone want to cheat you,it is easy to used Western Union.
there is no business without risk. but business based on Trust is no risk.
in fact, a lot of China supplier accept Paypal payment. as i am a Paypal owner and know that,it is more secure for buyers,but i have never be cheated by oversea clients.i will only do Paypal payment business with my trustful clients.

this is a good question ,many customers of mine asked me the same question ,it is safe but not good for the supplier ,because the supplier has to bear all the risk ,now i set up a paypal account for that . a customer from nigeria cheated me that he has sent the money via the Royal Bank which is just like paypal .i didn't send him the samples ,he just wanted several CAR GPS . i have ever done business with a canadian now he is still my friend ,the lightings are damaged on the way by the forwarder ,but he still paid for that i can say nothing .so a good forwarder and a reliable supplier is important .
