Yes very security to the buyer, but many Chinese company may not accept this payment term.

Most of the Chinese vender don`t know this system quit well.If the buy attend to cheat the Chinese vender, normally the Chinese vender don`t know what to do ,and declare to paypal to get the money. And withdrawing money from paypal into China require a very high cost.

The cost is 30USD PLUS Apercentage of total amount. It is ok if you have one thousand bucks for withdraw.and If you have a Hongkong Ban k acc ount the withdraw fee from paypal will be much lower.

Paypal is a secure payment if it is used in connection with Ebay sales, there you have in most cases, it is announced in the sellers offer, a guarantee.

Every transaction out of Ebay you are not secured, if the seller cashed his account and disappear, Paypal is not responsible for your lost ! Read the disclaimers !!

I agree with Wilhelm.

Paypal is not as safe as Paypal would like you to believe.

If you buy a brand name phone and the seller sends an old tennis shoe with a tracking number then how do you prove that what you received was a tennis shoe and not a phone? It becomes your word against the sellers and no third party can adjucate that effectively.

Then there is the problem that Wilhelm referred to. If the seller clears out their account then Paypal can't refund your money as there is no money to refund.

Finally as Synge refers to most legitimate sellers in China do not even offer Paypal as it is not really recognized here, nor is it convenient to use.

So Paypal is not really a viable payment option if you are looking to buy from China.

You are far best to concentrate on ensuring that you inspect product BEFORE you release final payment and BEFORE you ship the product.

As Egernia  said,

If the Chinese seller do post you something even earth. You will have problem to proof they are scammer.

That`s why So many Chinese Scammer will send aomething to their customer.

Even the Chinese police found them but can do nothing with them, they take you money ,yes, but they send you something, tha`t also the truth.

Something like Chinese people take you money and neve do the shipping and run away ,will be easier for Chinese police to deal with.

It is sample to understand and proof, you have the evidence for money transfer but the guy don`t have evidence of shipping.

PayPal is a safe payment mode for buyers. As a buyer, you cannot just stop payment from PayPal. There is a process to do so (PayPal protects sellers as well). As a seller who accepts PayPal payments, there is a fee involved based upon the percentage of the amount that is being transferred.

It is a good system, it's just expensive from the sellers standpoint.

NO anyone can set up a Paypal account.

Try using a proper bank it may appear to cost you more in charges but at least you have a very large institution backing you up shold the money go adrift.

Paypal is safe for both seller and buyer if you understand how the system works properly.

We have been using Paypal for a while to transact between China and Australia. More so for small quantities and samples.
We get a lot of requests to pay via Western Union and other money transfers, but refuse to deal with these transactions for obvious reasons.
Our policy is if the supplier does not provide the following payment methods we do not deal with them.

Paypal
Moneybookers
Company bank accounts, not personal accounts.
Letter of Credit for large orders
Bank Guarantee

To this day I can honestly say we have never been scammed. Going on 5 years now. Other factors also need to be considered, but as a trader you need to do your due diligence.
