Why not report this kind of problems with tracking No. informations to your paypal team ?
They should make a investigation about this . they should give you a answer .

I think you explain the details with your buyer.In my opinion,the buyer will give you payment,when they get the goods,we should trust each other.

It is possible that there is really some misunderstanding between the two parties.
Also possibly the buyer mean to cheat the seller.

if you have not received any thing yet , you can also complaint to the paypal with your tracking number, they should give you a justify reason about what was happened.
