Need software partner in China

Hello
We have a fully functional mobile (Java ME) product that allows auctions including photo and video to be sent to eBay to list items for sale. We have modified it to be very simple to use and it allows 'one stop listing'.
We understand Taobao will soon have an API. If this API allows sale of item, we can modify our software to work with Taobao. We will need a JV in China for this to promote, and aid in the localization.
