It depends what you mean by branded.

If you are talking about product with a brand name on it and the seller owns that brand name (i.e. factory product produced under that factories brand name), then there is no danger other than standard risk of trading internationally.

If however you are talking about buying product that contains the brand name of a third party company (e.g. Nokia, Motorola etc) then you will lose your money. You can only buy brand name product from the owner of that brand name and their licenced representatives.

So if you want to buy brand name product then contact the brand name company and ensure that the seller offering you the product is authorized by the brand name company to do so.

There are many, many scammers in brand name products so you need to be extra careful.

Brand name overstock or as you put it surplus can only be bought from the brand name and then distributed only in the country where it was imported.  There are no continuation of rights to distribute the brand unless you have in writting that you are an overstock distributor of the brand.  Therefore you could sell to retailers in your country, but no one would have the rights to export the brand not even yourself without the explicit authority of the brand.

If however you were buying liquidated stock (stock no longer in production by the brand) you may be able to export it.  But again to be safe you should contact the brand.
