Digital Camcorder, Why it doesn't Run?

i have bought a winbel digital camcorder model EABD013. I have tried to charge the batter before using the camcorder, the light in the adapter doesn't turn green, after 6 hours that I had to leave it there, and the charge sign is one third. I cannot install the software because I have windows vista and it is not compatible with the windoes 98, 2000, ME. what can I do

It seems the charger was not working. Try to verify with a multimeter if there is a output voltage at specified volt. Besides, if the winbel digital camcorder EABD013 is not compatible with Vista, you may contact the maker for the latest software. Good luck.

tks for your reply.  I have already contacted winbel 3 times, but they don't reply.  I suppose I shouldn't have bought from them
