I am Chinese lawyer who work on this kind of trade dispute. I think the reason of not using paypal are 2: 1. paypal account must be linked to a bank, it is not easy to run away if the supplier cheats. 2. paypal charges a fee, and the bank charges a fee too, so that the profit becomes low.

It's probably not because they don't want to be paid with Paypal. I think because Alibaba.com has to partner with Paypal first in a certain country. Paypal has to be allowed to do business in a specific country. It is more complicated because of different currency for different countries. I think if they only accept a single currency whatever they want to set it for and anyone who wants to buy or sell must use that set currency then they can control all these fraudulent activities in ther site. They can partner with VISA, MC, Paypal, etc.
