What can be done to stop scammers?

I was on the trade manager with a guy whom was scammed by a company from Putian.

I do not want to post the names of both parties . I will do so when I get the details from the victim.

If it is a genuine case of cheating (Commercial fraud) what will alibaba do with the gold supplier? As I am in China at the moment I would like to help the victim by bringing all the document proof to the PSB. again, what course of action will they take?

I do feel for people whom have been scammed and I think it's about time someone pick up a shot gun and blow these scammers to kingdom come.
