the client should pay for the shipping unless you have done previos business with them and you know that they are a reliable buyer, an exeption may be if they are local to you so the frieght cost would be cheap, then you would pay it.
I agree with the former posters. There is no rule here so you can do whatever you and your buyer agree.
Standard practice for new business would be for the buyer to cover sample and freight costs, especially if the product is expensive and/or resaleable in their country. You can then offer to return these costs to the customer on placement of an order.
As the above poster mentions however if this is an existing customer then perhaps you may want to consider covering these costs yourself as a show of goodwill. If it is a new customer then I recommend that you let them cover the costs to avoid being disappointed if no order eventuates.
