So you tried to buy Nokia, right? If you had tried to call the so call supplier in Finland instead of just send him the money you would had found that all the phones numbers from the Finland Nokia seller belong to either banks, post offices Etc
You paid by Western Union so your money is goon forever, your guy can be located any were, I hope it was not to much, please be more careful next time and ask here before you send the money,

you can try report to alibaba.com helpdesk. see what can they do for you... depending on which country, i mean the stupid seller who cheat your money. if china, there are some channel you can try to ask for help. for your site, first thing is make a police report... they can liase with interpol.
