Quoting from [Oneuni]:

Refer to the "Payment-Cost" which ever it is, (could be Escrow, Pay Pal, Banks or agent)

To Whom that the charges, fee, commission etc would be chargeable ? Buyer or Seller?

Which is ?

I am agreed that the buyer should pay that transfer fees and the second charges on the receiving side should be paid by the buyer. However in most of the cases that I experience, all the fees was charge to me (seller). It is alright if the invoice value is big, which make the charges insignificant.  It will become a major issue when the invoice amount is small. For example when you are selling a sample to your customer at a price below USD50 and the total fees can come to more then USD10 (20% - 30%). You will be at the losing side.

No one has any control over (or can supervise and regulate) what a bank in a particular country will decide to charge. It is an open, free global market place. The market (which means competition, product, demand, supply, quality, efficiency, internal policy, exclusivity, relationship with customer etc.)  determine such charges. You are always free to take your custom to wherever it suits you; but then (ahem!).....[em8]
