Customarily this is absorbed by the buyer for and up to the intermediadry charges. The charge that the suppliers bank charges them for the transfer should already have been made part of the purchase price. Thus the amount actually credited to the suppliers account would be the wholsaee price under the shipping terms agreed to.
Bank charges are not the same from all banks. For instance if the buyer maintains a business account with HSBC there would be no intermediary charge for a transfer to Mainland China if the supplier also held an account with one of the four largest banks of China. Also, the Pro Forma should indicate exactly who the suppliers bank is and in that way the buyer can check to find out the intermediary charges to that bank. If both buyer and seller hold accounts with sub-prime banks the the buyer should be responsible for the transfer charge up to the Mainland prime bank and the supplier incurr the charges of the intermediary on their side of the transfer. The buyer should never incurr the intermediary charge in China as it was the suppliers choice to choose a sub-prime bank thru which to conduct business.
Knowing the costs attributed to the transfer on both sides eliminates confusion and annimosity in completing any business deal from both perspectives.

First we should confirm the details of sample, even minute dimension, pattern, color, materials, tolerance etc.
Then if the sample is really small and light, and small in value, then the factory should send more choices for recommendation, you could check them first with your customer.
Last, come to share the mail cost.
Anyway, stand in both's sides way, and work towards mutual benefits, therefore lasts the coorperation.
