In that case I would contact the Mexican giant CEMEX: They are by now the biggest cement producer in the world, and if you insist a little, they can provide you with exactly the kind of cement you want or need. But for that you have to buy HUGE quantities.

The mandate holders offer their allocation to buyers. As Germex said, the freight cost is very heavy nowadays almost 50-200% of the FOB price based on distance.
