I'd like to have a mobile phone built to my specificatons.

 Is it possible to take a reference design that a manufacturer already has, and have them add my branding and the specific features I'd want?

How do I go about doing this, and does anyone have any suggestions on the manufacturers I could approach for such a task?

Yes Smokey, it's doable within these constraints, among other:

  1. Manufacturer must be Chinese (for commercial reasons).
  2. You must get FCC approval for re-sale of your phone in USA (involving pretty costly Lab tests)  which is a 6 month process.
  3. MOQ would be at least 1,000 phones.
  4. Manufacturer must be licensed for the Operating Systems you want in the phone.

The FCC process is the main party spoiler (which is why the vast majority of non-major brand phones cannot be sold in USA).

There is one manufacturer I know in Beijing who does have FCC approval for both entry level and smart phones (GSM and also G3) ... the trick would be to adapt those phones to your special requirements without going so far as to spoil the existing FCC approvals. Tell me more about your specs and I'll let you know if that's doable.

Aussie,

     I wouldn't have to change any radio specs, so I dont' THINK it would spoil FCC approvals. Is there a way we can talk one on one?

There may be more factories making mobile phones in Guangdong province of China, like Shenzhen, which is just next to Hong Kong. I have a friend there who is working in a factory that makes electronics goods like mp3, mp4 and mobile phones. You may add me in TM and I could tell you her contact details.

We do refurbishing and rebuilding.

New housing for phones would also be provided.
