Your question makes me a little nervous, because you are basically asking for a statistic, and statistics have nothing to do with real life and the real person you are dealing with.

To do business "without pain" you have to realize that in the statistically most crooked country you might (by chance) find the most honest person, and vice versa.

For successfull business you always have to rely on background checks and "Due Diligence" in general, as well as your sixth sense. Giving the impression that a statistical figure can be useful is deceiving and an invitation for trouble.

I guess limpyobaybay has given you the answer.

I am sure scammers wouldn't want to be operating in Singapore.  If you have been scammed by someone in Singapore there will be no escape for them. Go to the police or the CPIB they will go through all the details and documents of the transaction you provide them and they get their job done in no time.

I  would love for some of those African scammers to try their luck there. It will please me to no end seeing the anguish on thier face when hit by those butt splitting rattan.

I think there is no country that you can call 100% safe. Frauds and cheaters are everywhere in the world. At the same time there are honest and trustworthy people also in this world.  You can be cheated by your own countrymen also many times in business.  Business is sometimes a big risk you may get huge profits or huge losses.So in the same way when while doing business with foreigners  you have to be carefull  and calculate all the risks factors.

I think China and india are relatively safe for their policy state,and economic state.

Singapore and Hong Kong should be amongst the safest and best-organized countries in the world in terms of commerce. However this won't relieve you from doing your due diligence. This "only" means that the legal systems in these countries work very well.

It is very Intresting to talk about a country which is the best. I think that the best is yet to come as the world is in all kind of crises and it is difficult to see the best.

The important things is that those countries in South Asia which have "Cyber Crime Law" are somewhat better than others but still there is a question about the "Individuality of criminals" which means any single person can do business crime due to which the whole country suffers.

So it is not the matter to discuss about which country is best but the most important of this is the Knowledge and Due diligence by which information can be shared about criminal businesses and singles.
