Normally if C'nee is to Order Bank and blank endorse, it will do like that ?
After somehow (do not know for what implementation) these all docux is under
banks.transaction.
return to consular Inv. = so it is not Invoice that been issued by Consular
but it is by shipper itself and apply a legitimate by the Consular Office of
Buyer's origin country.

Also wanted to add that not all countries will issue a Consular Invoice, one such country is Nigeria and it seems that most that will not are actually in Africa.

In other words, this instrument Consular Invoice also could redeem/narrowed the
path way for scamer too ? I mean in aspect of legitimate of exporter before it can
collect payment by asking sign and chop stamp from Consular ?
