Massages in China comes with "extra service"?

I was very surprised to hear this,
I know a guy who went to china with his mum and siblings. The trip was a gift for his mum and he chose a 4 star (not the best but not a business) hotel for the trip. They all decided to visit the massage parlour (inside the hotel) together, him and his brother in one room and his mum in the next. While he was enjoying the massage he was surprised to have the staffs offer sex for an extra fee.
I was wondering if this option was common in massage parlours across china?

I don't think there is anything to be surprise about the services. It happens not only in China but everywhere.
