Hi Eddie, I'm not sure I understand your role or why a buyer would issue an ICPO before sighting the Contract. However, every case is different but as buyer I'd likely request here:
1. Seller to issue FCO/Contract for my review and negotiation as to terms if necessary (I would not send LOI or ICPO before sighting the Contract).
2. I then send LOI/ICPO.
3. Seller sends POP and non-PB.
4. I issue DLC to trigger PB.
5. Delivery.
Contract is conditional upon issue of import permit for subject chemicals, among other.
Inspection must be by SGS or similar substance.
