First everyone has to realized that on this site we have scammers and in the other world distributors have big dreamers.  Some distributors will not even take your call unless you have filed out their application and submitted it.  These applications require governmental proof that you are actually a business and that you can legally purchase items tax free for resale. 

Second, you have to be able to purchase a decent quantity of phones.  Most of their sales people will be paid on commission and a one time deal for three phones is not attractive or worth their time.  Some will let you buy ten phones of one model and some will not even waist their time without an order for 1000 units.

Finally, if you are a serious buyer and have all the correct documentation you will find a distributor you can sell to you at the quantities that are comfortable to your business.  But beware as the smaller the quantity one will sell to you the closer you are to scammer territory.  I believe the scammers purposely target the smaller quantity/ebay-ish buyer because they know less of the industry and are eager to quit their job to make millions online.

I am sure ranger gave correct information, it is just that there was not a "love connection" between your needs and the distributor's needs.

That's correct. Any Distributor worth its salt will not sell to consumers.

For example, you must be a reseller before you can open an account with Brightpoint (at least in Australia and I imagine such is their general global policy).

Here, a Brightpoint reseller can purchase as little as one phone from Brightpoint but a corporate consumer wanting say 100 phones cannot buy direct from Brightpoint.  

However, I understand that Brightpoint's Dubai operation is somewhat outside the norm as it operates more like a Trader to the effect its Dubai office would likely sell to a consumer placing a large order.

You need to understand that in supply chain logisitcs there is a chain from the brand to the end user:

If your looking for a single unit you need to buy from a Reseller/or Retailer.  Many times you can work out deals with retailers who also sell in small qty's by contacting their corporate sellers.  Option #4 allows for a very minimal profit if your trying to resell yourself.  Many e-commerce sites buy directly from VAR's  Even so some VAR's will dropship but they are few and far between.  I don't know of a single distributor that will sell to an end user.  Unless that end user is doing a corporate buy to issue mobile phones to specific employee's and then the distributor still will only sell in quanities of 100+ units.

I'm not a retailer or reseller, just a company buy. We just finished purchasing electronics like televisions, fridges and washing machines. The employees are now looking for mobiles. It is funny how one company will let you into their sales circle and another will tell you to get lost. We have had it happen before. If one closes the door on you then take a brief break to rethink your approach. Did you completely fill out the application? Do they ship to your location? Did you supply the proper licenses, bank statements, or a financial balance sheet? There are many factors. My advice is never pay an application fee!

Heres the trip up.  Your in Italy and IM wondering if your an e-commerce seller or do you have a brick and mortar business.  If you put e-commerce only its very unlikely they will ever contact you.  If your a Brick n Mortar business did you supply verifiable information.  One thing about these companies.  If you don't supply the verifiable info they won't contact you.  If you make a simple mistake as to the address of your business chances are in the future even if your re-submit a change they will not respond to you.  Many will even ask for references from other businesses you have purchased from as well as other business references.  Bottom line your info has to be non impeachable.
