I understand that export licenses must be aquired at Chinese ports for every shipment..I understand that this license can mean extra costs of abot $100, even on small shipments of samples..and this besides cost of B/L and customs.

Is it true that different ports and different merchandise have different fees for export license? If samples go sea, air our courier is their a difference in this expense?

I am doing an ocean delivery of some samples to save money and now with extra costs for license it becomes expensive.
