I have a domestic customer inquired the products from me,  who I have ever quoted to them before, and also I received inquiry from different staff of their company before.

But now there is a problem, the guy who ask  price for a certain products, and then required sample to send to him, but I refused, let me tell you why:

As I have been familiar with this company. they have a team always sending your inquiries, but never order to you(I am sure they have a partner supplier), a guy from this company had ever asked price for a product before, let's say $2.0, also told me how much they have bought. This time, what the product he ask is more simple than last time, and I quote $3.0(let's say), and he immediatly requied the samples, I am sure that He had not quote to his customer, and he told me that his customer required samples.  

Do you think this guy really want to buy from me? in my opinion, he just want the sample style only.

Sounds perhaps like a competitor just trying to stir up some trouble.
