Anti-Dumping Duty on air compressors
Post 1 of 3

Hello! Does anyone know how exactly the 77,6% ADD on Chinese-made air compressors apply? I know it applies to the 8414... product group but in the rule there is a general ADD of 77,6% for China, and other values for certain manufacturers as low as 13%. Do the country ADD for China and the manufacturers' ADD add up? How does it exactly work?

Thanks for any comments.

Gabor if Hungary has enacted a 77.6% dumping fee on air compressors, it has to be because that is a very big industry within your country and to avoid the importation of very inferior quality and low cost compressor.  I would be best with you to check with a customs broker in your country to figure out your question.

Hello!

Thanks for the reply. I think there is some further explanation needed. So, the ADD has been introduced by the EU for the import of Chinese-built air compressors, which is intended to last for 2 years, from 1st April this year (therefore it is not a Hungarian regulation, it affects entire Europe). The regulation had been made under the pressure of the European - mainly Italian - compressor builders (who, on the other hand, quite often only assemble or repackage Chinese compressors).

I have asked a few customs officials in Hungary but they have no idea how exactly this works out since there are only very few companies ordering compressors directly from China, the Chinese compressors in our market are mostly supplied by German distributors like Einhell for example, or are bought from Italy. I could only refer to the original law text which I found on the homepage of the British HM Customs Office but there were no hints how exactly the regulation will be carried out. Also when I import my compressors I usually make the customs clearance in a different EU country for taxing reasons.

So I am a bit clueless with that, there is one solution, I let the compressors re-exported through Taiwan or Hong Kong, but it is also possible that this process is not worth the hassle if the regulation is not so strictly enforced.

Therefore I am still very interested on the practical part of this process. I hope somebody knows more. I understand there are a few other ADDs in effect in the EU against Chinese products, maybe this works similarly.
