L/C, I think many ways are safe for the buyer, but you have to get the agreement from your suppliers. Honesty and trust are most important for both parties! [em1][em17]

If you are the buyer, then receiving terms from the seller will be the best.  This would allow the buyer to receive product and inspect prior to paying. 

If this is a new account for each side and the seller will not grant terms, then ask the seller to obtain credit insurance to extend terms.  This will protect the seller and provide the buyer again to receive and inspect. 

If seller will not grant terms, then the next is an L/C with a clause for pre-inspection or final acceptance certificate.

for Buyer, L/C (at sight) is not always safe because buyer still has to pay eventhough the goods delivered incomplied with their spec required (under quality or less shipment). buyer is unable to see their goods before they pay the documents sent thru bank.

the savest terms for buyer are : Open Account or Cash after Delivery, Documentary Collection Agaist Acceptance (D/A) and Usance L/C, but most seller will reject those terms especially if there's no trust and for 1st trading business. seller will choose Cash in Advance, or Sight Confirmed L/C.

The safest payment mode is wire transfer and cashier check, because whenever the transactions was made the banks will alert you on your mobile phone about the withdrawal / transfer you made with that you can call the payment back.
