The japanese goverment decides in year 1 wich device is the best for the environment and that device sets the standard for the next 3 years with other words only devices with those specs get the a label then afther 3 years that label gets down graded to a b so in order to get the a label back u beter do some inovative work and get the specs beter then they where last .

I think i know why other countries won't implement such policies but if my strong beliefs consurning the lobbying going on in brussels are correct we never get a decent energie effiecient and inovative program running in the union.
