a request for you mate.... How about an article (or 2 or 3) that will help out people who are starting off or still fairly new at buying cell phones/ PDA's etc.
1> What are the different certs required in (as the most common) EU and US/Canada.... ie fcc? rohs?
2> Which accessories also need some sort of certification? (batteries? wall chargers?)
3> Any other goverment requirements needed for the products (outside the standard paperwork required for any import)
I get the feeling from posts on phones etc ver the last few months that another couple of hundred people have decided making a quick buck on these products have entered the fray! (god help us all!)

Quickly speaking very generally about mobile phones:
USA: Certification by FCC for the phone itself plus UL Certification for electrical safety (mains power battery charger) are mandatory by law. The lab tests, which must be done to gain certification, are mostly conducted by approved USA based labs. This is a very expensive exercise.
Rest of the Developed World: Each country has legislation governing certification (but EU has Directives applicable to all member countries under what is known as CE Certification).
Most countries, other than principally USA, recognise lab tests under CE Certification as the technical basis for their own separate certifications. This means that a phone can be certified by an approved European lab (about half the cost of USA labs) and the test results then used to gain certification in all other countries (except mainly USA).
In overview, the high cost of testing by approved labs results in only a handful of small to middle ranking Chinese with proper certification to enable lawful resale of their phones, battery chargers and Bluetooth devices in the West. Some claim CE certification but many of these certificates are forgeries. Determining the authenticity of a CE certificate is an art in itself.
Top Chinese phone factories like CECT, ZTE and TechFaith with proper certification do not even list their products on B2B sites like Alibaba. Most of their phones listed by Chinese Traders on Alibaba are fakes - particularly CECT phones (yes, even making fakes of top Chinese brands is a big underground industry in China).
Where can a small buyer (less than 1,000 phones) buy properly certified phones? We'll touch on this issue in coming weeks.
