When a customer want samples,whether we should give them to him or not

Hello,everyone.

I am Sky.I am a new one in foreign trade.There is one question I want to ask .

I met some customers,they sent me inquriry ,so I offerred  the price list to them.Then they  asked me to send samples to them.After I sent that ,they have no reply,even though I sent email to them again and again.I don't know why.I have asked some friends.They said maybe someone just wanted some lamps.I understood,I was cheated by others.

About  this problem,I want  some helps.When I receive an enquiry ,what should I do?Can anybody give me some good suggestions?

You say you were cheated by others?...  Seems that a very harsh judgement when there could actually be several legitimate reasons that you didn't hear from them.

One of them,  maybe they were not the person who is responsible for sending e-mails, and the person that is, doesn't know about your "samples"
