Custom control in transit port -URGENT

We had container which Italy's custom control ( transit port) take by theirself , random select . And now, we have to accept and pay all cost to them and for control and demuragee.... What to do? To accept or not? And, prices term are CIF. Also, if we don't pay as buyer, then they will take container and goods. Forwarder is EVERGREEN.

we was think same because of CIF, but concerning " law", we have to pay 1.000Eur to them. It is really very bad situation. Goods are very expensive and we have to accept, or we will not receive goods. Anyone who know more about Icoterms and international marine-transporting law. And the worst thing - that is happening in transit port only.
