"Free" Forum Advertising - A better structure would be good!

I dont see the purpose of having to pay 100MVP for using this! It is a very very useful way of marketing your business. However, for you to be able to use this way of marketing you need to post 50 replies or 10 new threads. This in my opinion would just create people creating bogus posts and replies - which are defeating the object!
Also, for alibaba to deduct MVP from your account from this - Why? Alibaba has no use of these! As there only main use is to win prizes, provided by themselves!
I think it would be better if structured like this -
Based on the amount of forum activity during a week, or a given period allows set promotions:
10-29 MVP - Limited exposure on forums (such as 1 exposure in posts for every 4 posted or replied)
30-49 MVP - More exposure on forums (1 in every 2)
50+ MVP - Complete exposure on forums (Promotion on all posts)
If anybody has any feedback, suggestions or improvements on this, it would be appreciated.
