Seems to be the same scammer who recently wanted free painting samples from Nepal. Just ignore him; he is no customer.

The "rules" for sending samples vary a lot, but when it comes to highly valubale merchandise, like these authentic oil paintings, typically they are sold at RETAIL price, plus shipping.

Of course you let the customer know that if he decides to place a large order, the difference between retail and wholesale price of these samples will be deducted from the invoice of his large order.

So if he doesn't want to buy from you, you didn't lose a penny, and if he decides to place large orders, he won't lose a penny. That is as fair as it can get.
