Hi Daniel.

Unfortunately, the link you just gave doesn't work (at least in my browser). I guess you have submitted a complaint about a certain Chinese scammer on the Chinese Government's CIETAC's Enquiry Forum but that you mainly want us to know that this website contains a long list of (alleged) Chinese cheats. Many thanks for that.

CIETAC
For those new to the ins-and-outs of Chinese contract law, CIETAC (China International Economic and Trade Arbitration Commission) is an Arbitration body established by the Chinese Government to determine disputes between Chinese and foreign parties in an informal (and less costly) manner than the Chinese Court system. CIETAC ARBITRATION CLAUSE IS ESSENTIAL IN YOUR CONTRACT
On the whole, CIETAC does a pretty good job of making Orders for repayment of disputed money but there's one big snag - they can't hear your dispute unless your contract for sale of goods contains a provision that any dispute will be referred to CIETAC for arbitration (a year or so ago, I posted on the Legal Forum the Clause I use in my contracts to ensure that any serious disputes between my company and suppliers is heard by CIETAC - but I suppose that post is now down the gurgler).

CIETAC's ENQUIRY PAGE
Your enquires to CIETAC are published and answered in a Forum type page for public view. The enquiries are essentially a list of hundreds of complaints naming alleged Chinese scam companies, on this link:

INSPIRATION
Daniel, you have inspired an idea.
As you will note from its Enquiry Forum, CIETAC itself cannot give you legal advice. But two facts are fascinating.
Firstly, CIETAC allows the list of complaints about alleged Chinese scammers to be kept on its website for open public view. Secondly ... and here's the crunch ... CIETAC is an actual Chinese Government body.
So, in the Chinese way of doing things, upstairs Government officials will take note if a flood of Chinese scammer company names hit CIETAC's Enquiry Forum.

HOW TO REPORT YOUR CHINESE SCAM COMPANY
Simply go to:
http://www.sccietac.org/cietac/en/faq/index.jsp
Hit the "Submit Questions" button and write your story. Keep it short and to the point and provide the (accurate) name of the Chinese scammer (and telephone, email contact detail).

THE CRUNCH
Mention at the start of your story that the scammer is an Alibaba member (only if such is true).
Enough complaints about Alibaba scam sellers on CIETAC's website will see Chinese Government eventually whisper in Jack Ma's ear to rid Alibaba of his thousands of scam sellers.

You're suggested to contact local officials from AIC and local police station for help. Sometimes you can get enough help.. Normally you or your authorized REP is required to report the case to them in details in Chinese. Take care!
