Yes it can work, but you need to be thorough before hand.
Do a background check throught the consulate of the country you are looking at putting on staff.
Ring stores and potential customers in that country to check if they have heard of the agent.
Only allow the agent to have samples, not large quantites. You can even ask the agent for a deposit on the samples (eg 20% of costs, this will reduce your initial risk)
Know how long it will take for products from your factory or shop to travel to the purchasing shop in another country (you need to know how long are goods normally in customs for in both countries). This way the agent can give a more accurate delivery time to potential customers. Do not allow the agent to push you into allowing him to hold product, if customers now the facts up front and are genuine they will wait.
Arange for the agents payment from you to be made once you have received the monies from buyers and it has been cleared
You must be viligent at all times, even if after the agent has been with you for sometime, do not change your original policy and agreement.
