China's Government Inspection Fee, how does this come about?

I'm importing some stainless steel seamless pipe, round bar and square bar from China. My supplier told be there are some inspection fee imposed by the China's government. Some suppliers did not charge me anything and some suppliers did charge me as high as RMB 3000 per shipment. Can anybody explain how does this work?
1) Is this compulsory?
2) If there is a test, can I get a copy of the test report?
3) How does this fee is calculated?
4) What actually did the government body check or test on?
5) If this is complusory does this apply for all export or only apply to a certain product ?

Hi David,

I cant answer your question,But I understand your situtation and your feelings.It like that you have to pay extra money suddenly.Nobody can bear it.

A little information I can provide is that china government is adjusting their export strategy now! The main task is to optimize industrial structure.In another words,It is to reduce or restrict export of THREE-HIGH products including steel products.

P.S. THREE-HIGH --- high-environment pollution,high-expenditure of energy,high-cosumption of resources

I'll answer your questions one by one:

1) Is this compulsory?
Yes, it's compulsory to most of the commodities for export in China.

2) If there is a test, can I get a copy of the test report?
Sure, you can ask your supplier directly for this report.

3) How does this fee is calculated?
Different commodities may have different testing ways and the cost is different, you have to contact local officials for details I think.

4) What actually did the government body check or test on?
A government organ called Bureau of Inspection at all levels is responsible for this work in China, you may visit http://english.aqsiq.gov.cn/ for more information related.

5) If this is complusory does this apply for all export or only apply to a certain product ?

Normally it's for all commodities in China. Every product has to be officially inspected before export ...but normally it's the exporter who bears such costs in China.
