If cost is a restrain, newsprint is best option.Circulation is basis of cost of advertisement calculated on "cm x column" or CC rate.You can select newspaper on basis of circulation area to target audience

Which is cheaper and effective?
1-Ads in newsprint per cm x clumn rate or
2-Getting the promotion printed on one`s own (in the form of bills-if that is the correct term to use) and let the newspapers do the distribution (in the form of handouts-again if that is the proper term to use).
