How to eliminate the clients' anxious about our quality?

We are one of the leading manufacturers in China who is skilled in manufacturing the custom parts( gear,worm gear, casting,froging,machining,etc.)
But I meet a difficulty that one of our Italian customer want to buy the 25,000 PCS sleeves.Before the patch production,they order us the 10 PCS samples in free which prooved to be OK. Now they still want the 200PCS samples, shall we let them pay the 200 PCS themselves or we share it? By the way,the total cost (200 PCS +Freight) is about $210. They said we must share the total cost for quality assurance and risk.
In my opinion, we have paid the first 10 PCS samples+freight. So now they should afford the total charge themselves this time..
Am I right? I need your suggestion on this case.

Replying :Hi Foow,Grigo and Gcc888,your ideas about quality is some realities,but I am afraid it is not suitable for this topic,I think it is very clear that this buyer want the small quantity goods FREE,do u think so?
I think even most captious customer can also check the quality of products by 10pcs items and sevice of supplier by freight and samples free,why he also ask for 200 samples more free?
If the supplier want to cheat him,the cost of 200pcs is also less than the big order in the future,but I think for a general supplier,it is difficult to accept the requesting again like that.
Friend,just talk with the buyer sincerely,if he is a nice customer,he will understand your situation totally.

you are right, i am sure they would pay the samples' cost and sea/air freight if they are one honest company; do not worry they will not give you large order in the future, if they are the one have honest goal, they do; if not, they don't even if you give them free samples again.

Replying to [Japhy]: i think your customer have 3 situation to do so:
FIRST,he want to test your quality step by step, once after their testing, they will place order, this is great !SECOND, they are not big company, just say they have big order, actually small order, so always ask for samples, it is bad, THIRD, they have suppliers now, just share risk, so find you , so now ,i suggest , you ask for sample charge this time, because you have paid them one time, you showed them your honesty to do business, it is their turn now, when their order amount reach some point one time , you refund this charge to them

Replying to [Japhy: Good. I have read all the replies. Evrybody saying right. Insted of thinking for giving OR not giving of Free samples ( 200 pieces), you think in another way. You invite them to visit your manufacturing facility and ask them to audit your quality systems and manufacturing capability. This will be the best for both buyer and seller. If they ready to come ( Air charges to their account), then you arrange for free boarding and lodging facility at any good hotel.

I second the idea of charging the 200pcs with the agreement to refund the price if it comes to regular series delivery, to be discounted from the price of the first serie-delivery or after reaching of a certain amount of delivered pieces. It seems fair, isn't it?

Ask your potential client to pay for the samples, but tell him/her that the sample charge will be refunded when they place their first order. I think this will be a good arrangement for you in order to deter those potential clients that just want FREE samples without placing any orders.
If your potential client still question our quality, I think you should invite them to visit your factory. Of course, they should pay for all their travel expenses.

Replying to [luigip]: 1/ this is a good idea because it helps getting into business... but what about if the customer does not place any order? 2/ also think a company able to place an order of 25.000 pieces can easily pay for 200 pieces 3/ a 200 piece sample does not really give an idea the quality of 25.000 pieces! it just give an idea of the quality of 200 pieces 4/ ask your Italian customer to pay for the 200 pieces 5/ make sure your quality is the same from the 1st piece to the 25.000s and reassure him about it 5/ give him the name of a person who can verify the quality before shipping.

Replying to [Japhy]:If i were you , i will not to send samples to them except they afford the total charge . We must consider our product cost , also ,in order to establish a long business relationship ,we should to conmmunication with our customers , if they say yes , everything will be okay, or nothing .
