Dear sir. my supplier says that he can send me the Certificate of origin but the exporter company is not his company ,because his company didn't applied for the soft. so he has asked agency company to help him make the C/O so instead of his company the agency company name would be displayed there in C/O so is that's Ok sir because the bill of landing shows the supplier name and C/O certificate shows agency company name, Place of Delivery is United Arab Emirates which requires the C/O certificate so will my consignment bel approved by Dubai Custom. by this type of C/O because i don't know whether they will accept it in our custom .so what do you think about this matter

I think it's OK, but you'd better go and consult with your local Customs House first. Normally the Certificate of Origin is issued by local government authorities ( an organ called Commodity Inspection Bureau ) in China.

mrkhi_2001 - A Certificate of Origin is where the origin of the product is and not where it is shipped from. In many countries Chamber of Commerce’s or trade agencies issue Certificate of Origin after examining that the product's origin is from that country or meets the government content rule. In your case, I agree with Business in Chinas and siriram that you need to consult with your Customs authority so that your goods will not be held by Customs.

Replying to [mrkhi_2001]:It's common for supplier/expoter used agency name if they don't have "Export License", like on my company always using third party name/document when do export to other country.But the the conditions must "third Party Documents : Allowed when deal with L/ c documents, And ALL the name in the documents must using the agency/third party Name, in Packing list, Invoice, weight list, B/L documents, COO( certificate of origin), Export Notify,Fumigations certificate and others you must include.In your case I found that your shipper name in COO diferent with B/L documents name, and in my experinece that's would a problem for buyer/importer to unload the container in the port.
