If you are looking to create and e-commerce website, there are scripts already written that have everything you need in them including payment processors.

Informational website can be put together easy with only a few pages.

You have to work from step to step, and it is not only time, money, and skill, but also opportunity and little luck.This I know, because I have done it, and it takes much pain and sweat to do it.

1. Register a website domain name. There are a number of free websites, among the most popular which is in trend are the Blog sites. Alternatively, you may register your domain name in the WWW by the registry list below:

3. http://www.domainbank.net/

You have to be quick and ready, prepare a list of domain names most appropriately suites your profile, and list number of alternatives if the desired names are already taken up. Be prepared to pay on the spot if the name you chose is available. The faster you secure the domain name, the better.

BUILDING THE SITE.
You have got to be trained if you want to build website by yourself. Basic language is HTML, but you can get authoring softwares such as Site Builder or the two most popular: DREAMWEAVER and FRONTPAGE.

To start off, you do not need to know enhanced programs such as CSS but chose the one you like from the TEMPLATES.

ENHANCE THE SITE
You need to make the site looks great and interesting for viewers, so you have to import graphics, motions and make it interactive. For this, there are software like CORELDRAW 12, PHOTOSHOP, FIREWORKS, etc. available, but look at their prices and your budget. Then you got to learn how to use them. Always remember the Web has number of colors that will turn out in the INTERNET, they are Web Color friendly graphics. Also bear in mind the size of the graphics has to be as small as possible, so it does not take up the time to download, but at the same time as attractive.

UPLOAD YOUR SITE
From your computer, you may upload your webpages to your domain name Host. Use the upload facility in the authoring software, or use FTP to upload. But test the website first with your own browsers at your PC.

You know, building a commercial website has became a personnal hobby of mine.

It is quite time consuming, and requires a lot of work.

However, building your own website is much better than hiring a professional to do it for you because it is free and I can enjoy designing. Moreover, I do not need to pay extra in the future if there were any upgrades, troubleshooting, or editing.....

There are so many open source codes, software and volunteering engineers who help for free when you are stuck....

One last point, before the uploading your completed Website, is to get a Web Hosting Service company for your homepage.

The criteria is to have the lowest downtime in a year, to have backups, Disaster Recovery plan and backup servers and broadband connections. The Hosting company should also provide technical assistance to their clients. Virus scan, emails and firewalls for trusted accounts.

Replying to [kinetic]: I like to use the macromedia suite which include dreamweaver for php, html edit and also fireworks for imaging edits.

There are also alot of free templates out there that you could also modify to make your own.
