I'm curious - say a company spends $100k seeking certification for a product, is that certification valid only for the one specific manufacturer named during the certification process (assuming this is how it works)? Or can it be transferred between manufacturers? If it's the former, then what happens if, over the course of time, the manufacturer is no longer able to consistently produce at the specified level of quality demanded of that standard? In this scenario it would seem that despite the heavy investment the importer, they would still be very much dependent upon and at the mercy of the manufacturer...? Perhaps I've got this all wrong, hopefully you can clarify.

Hi, thanks for the informative posts Aussie. I've been selling mobile accessories for the past few months on ebay and I wanted to know what kind of certification is required for mobile phone wall chargers, car chargers and batteries. I was going to send you a TM but apparently i need to pay $530 USD to do so(premium membership required).

It's basically the same in all Western countries to ensure "electrical safety" where poorly designed mains power devices can kill people.

Broadly, "low voltage" devices operating solely on battery power, including the batteries, require  little or no certification. Mainly you just need to ensure that these devices and batteries don't contain prohibited substances which may cause Customs to confiscate them.

But, any device whatsoever connected to mains power like the wall chargers and including even simple adaptor plugs are rigidly controlled by certification.

World standards are basically the same for mains power products where you need EMC and Electrical Safety Reports by accredited labs. These two reports are typically each 20 to 30 pages in length even for simple devices.

You then use those reports to obtain certification in your country. Never import and sell mains power stuff which is not properly certified or you will get into heaps of strife including being liable for damages if anybody gets electrocuted.

Here in Australia, our State Governments (not Federal Government) controls certification for mains power electrical products in a process where you hire a consultant to examine the EMC and Electrical Safety Reports as well as the device itself and to submit the application for a "C-Tick" number. A certificate issued by any State Government allows you to sell in any other State.

Any Chinese factory worth its salt (and there's not a lot) will already have the accredited lab EMC and Electrical Safety Reports. Fee for an Australian consultant to use those reports to get your certificate costs no more than about $1,500 if you know where to look.

I'll add you to my TM as some of my factory contacts have the lab reports you need.

You refer to having a legitimate wholesaler or supplier of mobile phones in your other articles, which got my interest, as my efforts/money \ almost got in hand of the finnish scammers before reading your blogs.

Replying to [Aussie]: Yes, definately phones from China has proven to be as of low quality and does not comply to the Australian regulations and standard as I have experience orders being confiscated.
