Suppose I want establish a new BRAND for my product say "HORIZONS" to my baby prodcuts . I want to register and keep it of my own: What is the procedure to adopt??
if another firm making similar styles and duplicateing my same BRAND " HORIZONS" how and where I have to go and take legal action???
First you have to register in your own country and have to check, is the Brand Horizon for your kind of merchandise avaliable !
Than you can give order to your registration authority to check the avaliability in other countries !
If you have registred it worldwide, you can claim against unauthorized use everywhre, by engaging, for a lot of money
a laywer in the concerned country !
If you not have the funds, to fight a straight and long case, the unauthorized user, as a sample from china will not stop !
This is the problem of all Brand Companies, they have the money, but they can not fight against windmills, there are too much !

In Mumbai, Registrar of Trade Marks can register your brand in 33 categories.If you have arms manufacturing licence, you can register in all 34 categories.THIS is called DEFENSIVE registration.
Then you apply for registration in other countries in all categories.
Or
You invent a new word which has no meaning in Dictionary. Like I , with my colleaugue invented ORTEM by reversing company name METRO and get copyright for the word in different countries so that nobody copies.

There is no such thing as being able to use a brand name all over the world and registering it just once at a single office.
You have to register the trademark in each country you wish to protect. The rules vary by country and it is a HUGELY expensive exercise.
Sixer has already given you an example. He mentions Mumbai. I am not sure whether that covers all of India or just the sate/ province.
As an example in the US. I can register (nationally) a trademark, assuming it is not already taken. However to stop anyone else from actually using that name in India my US registration gives me no legal recourse in India. I would have to also register the brand name in India to protect myself there.
With regards to fighting any use of your brand name. You would have to launch legal action against the other person/company on a country by country basis.
