Replying to [ahmed000]:I am a chinese supplier, and hope my suggestion here could be helpful to you.
Usually if your order is big enough,L/C is the most safe way to pay the factory. If it is small order, then T/T will be suggested. But if you buy from your new supplier, you need know them well first,so maybe you need have somebody to inspect the factory or inspect your order before delivering, then it will be safe for you to gurantee to receive your order after payment.
For the sample, your new supplier usually ask sample fee and sample freight fee from you before your order, because many customers are asking samples every day,but most of them won't have order come,so more and more suppliers won't provide you samples if you won't pay them the sample fee, especailly the sample air freight fee.But they would agree to return such money back to you after your order.

for you imported the goods from other countries.
it also depending on the price terms ,like FOB,CIF CNF,EX-WORK,CAD or any others. thence you can decided which payment terms you will choosing .
Like ususally FOB.CIF CNF price terms. most of the customer will be choose L/C AT SIGHT or T/T .i think that this is very normal terms in the international business.
thence you should be decided by yourself.
which one is more safe for both of parties ?
usually if the amount are larger than USD10000.00. some of the customer will be using L/C. especially some of Eroupean company.
for the T/T payment. usually both of the parties will be using 30% deposit before production. balance 70% against the copy of B/L.

othere price terms will be decide by both of parties.

for the sample charges. usually you can negoaciated with the suppliers.some of the samples are need to open the new mold, and it should be pay the mold charges to the suppliers. of course, it's not all of the suppliers have this. like us, usually we can sending some free samples to customer .
customer will be paying the freight charges.
if they have order ,we can refunding the money to them.

I think that all of things should be negociated with each side.
it should have some ways to solve this .

Thanks for both opinions.Of course the point of the  sample is a problem.I needed one sample of a certain item to try it in my market.I asked about its price in a bulk,it was $4 when I asked for a charged sample,I was told that it is $ 150 and shipping is by UPS or DHL and the sum will be refunded again. How do I know that the product will appeal to people and they will buy it?I asked the supplier to ship me by ordinary post ,he told me that they dont ship by ordinary post.I dont know why?I didnot agree to the $150 and the negotiations stopped. There should be a new strategy to ship samples at a low rate.

We always use T/T and Western Union Remittance, as all our buyers trust us, it doesn't matter what kind of payment term that you use, but the most important is that both the supplier and buyer trust each other. how do you think so.

For the samples, for the first time, we will charge the sample fee from buyer, when they place order with us, ans ask for samples, these samples are free of charge.
