There are many forum sites in Korea, and they are in their language, many new generation Koreans studied English in the University for more than 3 years, but very few use the language.
If a language learned is not practised, it will be lost. Television channels are 90% Korean, 5% American English and 2% Chinese and 3% the others like Japanese, French or German.
Main reason is the language barrier, worst still for the Japanese. Only in major cities, like Tokyo, Osaka, Kobe, Yokohama and Kyoto do some of the people speaks Ego (English). There are more Chinese speaking Japanese than English speaking ones, because of the many similarities between the two languages.
