Hi, CrazyMice. I think there were two different answers. The first answer means that he would like some tea to drink, then the second answer means that he didn't need some tea or he dislike the tea to drink and he omitted the word"no". The whole answer should be "no, that's ok". Hope my reply is valuable.

Best Regards!!

I got confused. Sometimes, one customer replied me "That's OK" and he did mean that he like the thing I suggested. But other customer replied me"That's OK" and he did mean that he dislike the thing I suggested.

I think Peter is right, the sentence should be completed with No, that's ok for a negative answer.

Replying to [CrazyMice] both answers have different meanings. First answer means yes he wants to drink and the second answer means no, he doesn't want to drink tea. Hopefully my answer is correct.
