Dear Sir or Madam,
This is Nafe, from Alborz distribution Co. Somebody has used import@alborz.org as his/her Email and we can not use it anymore.
Is it possible to find who used it by mistake? Because our import Department want to use it as its Email but they recieve an error because this Email is registered by someone else.

If your provider has a configuration login, go there and if you find the account, delete it and create it again.
If that doesn't solve your problem, then you should post more information about how your IT system is set up regarding internet and email.
